Stacy, what you could do is install a valve there.  Mark the spot first before y'all lower the water level.  If it's a 1" leak, get a one 1/2" or 2" valve that screws into a tank fitting (similar the black plastic 1 below, not a metal fitting)  that fits through the wall in a drilled hole the size of the male person threaded part of the plumbing equipment that will go to the inside of the tank.  There's probably already a tank fitting on it where the valve is that y'all can see equally an example.   Even if you can't go inside, you run a string or rope in through the new bottom opening in the tank, keeping a human foot or so exterior of the tank, either held by someone or taped to the exterior of the tank.   Take hold of the rope or string with a tool of some sort and pull information technology up through the top opening of the tank.  So yous've now got a directly line from the meridian of the tank to the new opening.
